Because iPhoto packages everything into a single “iPhoto Library” file, you cannot easily resize photos from inside the library structure using third-party tools. You must extract them first. Open iPhoto (or the updated Photos app).

Set the Kind to JPEG, choose your preferred quality, and click Export.
